World Bank: New Data Show Historic Declines in ... - Business Ethics

In 2012, the World Bank updated its estimates of global poverty rates. The results for the latest years studied ? 2005 to 2008 ? indicated that the percentage of people living below the poverty line declined for all six regions studied. This was the first decline over a three-year period since 1981.

Poverty_Woman and Baby_World BankThe 2005-2008 findings are based on 850 surveys compiled from 130 developing countries; the surveys included 1.23 million households and provided a statistical snapshot of some 90% of the population of the developing world. For the purposes of the estimates, those unable to spend $1.25 a day on consumption (after adjusting for inflation and exchange rates) were classified as poor.

The findings of the World Bank?s??Global Poverty Estimate? (PDF) include:

-- The number of people living below the $1.25-a-day poverty line declined from 1.94 billion (52% of the population of the developing world) in 1981 to 1.29 billion (22%) in 2008, a 33.5% drop. Those living on less than $2 a day also declined, from 2.59 billion total in 1981 to 2.47 billion people in 2008, a drop of 4.6%.

-- East Asia saw the most dramatic declines in poverty rates, from 77% of its population in 1981 to 14% in 2008. The Middle East and North Africa region saw poverty fall from 9.6% in 1981 to 2.7% in 2008. Over the same time period, South Asia saw its population under the poverty measure decline from 61% to 36%.

-- China?s efforts to alleviate poverty accounted for a significant amount of global reduction, with its rate going from 84% in 1981 to 13.1% in 2008. On average, total poverty in the developing world declined by 1.05 percentage points per year between 2005 and 2008; when China is excluded, the reduction is 0.54 percentage points per year.

-- For the first time since 1981, less than half of the population of sub-Saharan Africa lived below the $1.25-a-day poverty line. Between 1981 and 2008, the region?s population living below the poverty line declined 4 percentage points, to 47%.

-- By 2010, using the $1.25 a day poverty measure, developing countries had achieved the United Nations Millennium Development Goal of halving the incidence of poverty rates in 1990. Eastern Europe and Central Asia reached this goal in 2008.

-- Although poverty rates in developing countries (excluding China) declined from 41% to 25% between 1981 and 2008, population growth has generally kept up with poverty reduction: ?At the current rate of progress there will still be around 1 billion people living below $1.25 per day in 2015.?

-- While the number of people living on between $1.25 and $2 a day has nearly doubled ? from 648 million in 1981 to 1.18 billion in 2008 ? the rate of those earning more than $2 a day has slowed. Those living on between $1.25 and $2 a day remain particularly vulnerable, as they are only covering their most basic expenses and are subject to the risk of slipping under the $1.25 line should they face an adverse income shock.

-- Nearly 649 million of those who moved above the $1.25 poverty line had a standard of living that was nevertheless below what would be defined as ?poor? in middle-income developing countries and far below that of rich countries.

The report notes that basing poverty calculations solely on consumption expenditures fails to capture spending on health, education and other indicators. These should be considered together with consumption-based poverty measures to gain a more holistic picture of the degree of poverty experienced, they suggest.

OAK BROOK, Ill. Growth rates of lung cancers found by annual rounds of computed tomography (CT) screening are important for determining the usefulness and frequency of screening, as well as for determining the treatment. According to the latest report from the International Early Lung Cancer Action Program (I-ELCAP) published online in the journal Radiology, lung cancers diagnosed in annual repeat rounds of CT screening are similarboth in volume doubling time and cell-type distribution to those found in clinical practice.

"There was concern that cancers diagnosed in the screening context were somehow different than cancers found in routine practice, that they were not aggressive," said I-ELCAP principal investigator Claudia I. Henschke, Ph.D., M.D., professor of radiology at Mount Sinai School of Medicine in New York, N.Y. "We demonstrate here that they are quite similar."

"This study shows that the cell types of cancer diagnosed in annual rounds of screening, as well as their growth rates, are quite similar to those that are found in clinical practice where it is well understood that lung cancer is highly lethal," Dr. Henschke said. The first, or baseline, round of screening for any cancer detects a higher proportion of slower-growing cancers than those detected in clinical practice, she noted. The subsequent, repeat rounds of screening, however, reflect what is found in clinical practice.

The study found that there is a difference in the growth rates of cancers in solid and sub-solid lesions and that the sub-solid ones tend to be less aggressive than solid ones.

"This suggests that a less aggressive approach is indicated for both diagnosis and treatment of sub-solid lesions," Dr. Henschke said.

The researchers reviewed results from the I-ELCAP database for 1993 to 2009, consisting of men and women at risk for lung cancer who underwent annual repeat rounds of CT screening. The research team identified 111 instances of first primary lung cancer diagnosed either through screening or between rounds after a negative result of the prior screening seven to 18 months earlier. Of the 111 cancers identified, 88 were clinical Stage I. The investigators then analyzed volume doubling time and cell-type distribution.

The results showed that the median volume doubling time was 98 days. Most of the cancers, 99 of the 111, manifested as solid nodules, while only 12 of the cancers manifested as sub-solid nodules. Solid nodule cancers had significantly faster volume doubling times than sub-solid nodule cancers. According to Dr. Henschke, identifying the volume doubling times for specific lesion types may lead to more tailored treatment for the patient.

OAK BROOK, Ill. Growth rates of lung cancers found by annual rounds of computed tomography (CT) screening are important for determining the usefulness and frequency of screening, as well as for determining the treatment. According to the latest report from the International Early Lung Cancer Action Program (I-ELCAP) published online in the journal Radiology, lung cancers diagnosed in annual repeat rounds of CT screening are similarboth in volume doubling time and cell-type distribution to those found in clinical practice.

"There was concern that cancers diagnosed in the screening context were somehow different than cancers found in routine practice, that they were not aggressive," said I-ELCAP principal investigator Claudia I. Henschke, Ph.D., M.D., professor of radiology at Mount Sinai School of Medicine in New York, N.Y. "We demonstrate here that they are quite similar."

Montreal -- With the click of a mouse or touch of a mobile phone screen in pyjamas or jeans gambling is now at our fingertips 24/7 with Internet play. With this increased access to gambling, are online gamblers more prone to risky behaviours than offline gamblers?

A new study published in Cyberpsychology, Behavior and Social Networking, led by Sylvia Kairouz of Concordia University, has compared people who gamble offline only to people who also gamble online in an effort to answer this question. Her results show that alcohol and cannabis use are in fact associated with online users.

"There has been growing concern with the rise in online gambling and how this affects the health of our public," says Kairouz, professor in the Department of Sociology and Anthropology. "The number of gambling sites around the globe have grown from about 15 in 1995 to 2,358 in 2010 and global Internet gambling revenues increased from $3 billion to $24 billion between 2000 and 2010."

Kairouz's study looked at sociodemographic profiles, game-play patterns and level of addictive behaviours in adults who gamble online and offline. They used data from the 2009 Quebec gambling survey (part of the project Portrait du jeu au Qubec: Prvalence, incidence et trajectoires sur quatre ans, subsidized by the Fonds qubcois de la recherche sur la socit et la culture), which aimed to describe gambling problems, patterns and associated substance use behaviours in the Quebec population. From this survey, a sampling of 8,456 offline-only gamblers and 111 offline/online gamblers was chosen for the research.

In gathering the samples, it was revealed that online gambling appears to still only be a marginal phenomenon in the Quebec population, with only 1.3 per cent reporting having gambled online in the 12 months preceding the survey.

For the study, the gamblers were asked to report their gambling frequency over the past year and to give the number of times they gambled weekly, monthly or yearly. They were also asked to report how much money and time they spent gambling on a typical occasion. Alcohol and cannabis use over the year was also measured.

"Our results show that online gamblers reported being involved in more types of gambling and they spent more money and time playing than those gambling offline only," says Kairouz. "The proportion of frequent and problematic drinkers and cannabis users was also much higher among the Internet players."

According to Kairouz, these findings suggest that online gambling emerges as one more risky behaviour among a panoply of other substance-related risky behaviours exhibited by this small group of individuals.

"We cannot determine, therefore, whether gambling on the Internet creates problems in and of itself, or whether those who already have addictive behaviours are more likely to be enticed to gamble on the Internet," says Kairouz. "We need to conduct more research looking at individual charactersitics, environmental conditions, the object of the addiction (poker, for example) and so on to help us understand whether this group is more at risk for gambling-related problems. The hope would be to ultimately find ways to identify who the people at risk are, why they are at risk and then try to develop preventive measures to reduce the possibility of excessive online gambling."

'Survivor' star nominated for Ind. governor's race

(AP) ? Former reality TV star Rupert Boneham said he thinks he has a real shot at becoming Indiana's next governor after being nominated as a third-party choice Saturday.

The fan favorite from 2004's "Survivor: All-Stars" was unopposed for the Libertarian Party's nomination, which came during the party's state convention in Indianapolis.

"My aim, honestly, is to win governor," Boneham said in a phone interview afterward. "I really feel I have a strong chance of pulling not just the Libertarian vote, but the independent vote, the undecided vote, and maybe even some votes from Democrats and Republicans."

He will face Republican Mike Pence and Democrat John Gregg in November's gubernatorial election. Current Indiana Gov. Mitch Daniels is limited to two terms and cannot run again.

"We have a governor's candidate in Rupert Boneham that can reach out to the 70 percent of the population that does not vote, and bring them into the process," state chairman Sam Goldstein said in a statement. "He brings a level of name ID that our previous candidates have not had, which is important in politics."

The tie-dye wearing Boneham won $1 million on the "Survivor" series and donated some of the prize to his Rupert's Kids charity, which provides mentoring and job training to at-risk youths.

Boneham said he's been a Libertarian for more than 20 years, but didn't become active in the party until this year. He said he wants less government intrusion at the state level, especially in education.

Libertarian 2008 gubernatorial nominee Andy Horning, a former Republican who also has run for Congress and mayor of Indianapolis, was unopposed for the party's U.S. Senate nomination.

"My job is to be in place if people should ever have an epiphany," he said. "The two-party system is just a crazy crony network."

But despite polls showing high levels of voter dissatisfaction and a contested Republican senatorial primary, Horning saw the odds as being against an epiphany this year. "We've all heard this before. Every election, everybody's fed up," he said.

The party also is fielding candidates for five of Indiana's nine congressional seats.

The convention also featured a debate and straw poll among the party's four candidates for president. Former Republican New Mexico Gov. Gary Johnson won the straw poll at the convention with 87 percent of the vote.

The Eurosystem has established a harmonised single set of oversight expectations for retail payment systems to properly oversee the link arrangements between these systems. This document, entitled "Oversight expectations for links between retail payment systems", covers risks related to legal, financial and operational arrangements, as well as issues related to access, governance and efficiency.

The Eurosystem would like to invite all interested parties to comment on the document proposal by 18 May 2012, particularly by answering the following questions:
1. Taking into account SEPA, how do you see the evolution of retail clearing infrastructures in Europe and the role of links between retail payment systems?
2. Are the definitions of links and the scope of application of oversight expectations clearly defined in the document?
3. Do oversight expectations address all the risks and efficiency aspects inherent in link arrangements?
