The Next Killer Feature in Smartphones

For a long time now, our smartphones have been getting more and more, well, smart. They do more things. You probably haven?t beaten your phone at chess in years. And the race to cram increasingly granular, eventually useless, features into them has defined the past few years of phone making. Except the next big waypoint won?t be some technological marvel like week-long battery life. It?s something much simpler: Plain old chat.

Ironically, through all the Foursquares and Ubers and even Google Nows, the one area where our phones haven?t really improved all that much recently is as pure communication devices. Oh, we?ve got some of the standby services on there, like Google Talk, or AIM, the Michael Meyers of chat protocols, and even some genuine breakthroughs, like GroupMe. But no one?s really nailed it. There is no one phone you can unbox, activate, and immediately log in and message with every contact you?ve ever had, right through the first party software, and access it from anywhere?your computer, the web, your phone, your tablet. But that?s where we?re going next.

Need proof? We officially send more chat messages than text messages now, at an astonishing clip of over 19 billion every single day. Here's who's in the best position to add real quality to that astonishing quantity.

Facebook

Facebook is in pole position in the messaging wars. Now that it?s finally dipped its toe into phones with both Facebook Home and chat heads, we?re about to see how far Facebook?s chat ambitions really go.

Facebook's advantages are great. First, it?s already got a billion people plugged into its proprietary messaging system. That?s a huge leg up on someone like, say, Microsoft, which is in the comical position of trying to build up a Windows-Phone-only group chat service like Rooms when there are very few people using the platform to begin with.

Then remember that Facebook isn?t a direct competitor to everyone else trying to nail down chat. Not yet, at least. It?s still a social network that every phone platform desperately needs. Apple has bent over backwards to integrate every Facebook feature it can into iOS. Android lets Facebook?s chat heads run amok across the entire platform. And Facebook is the one outside chat partner Microsoft has already accepted, and it?s actively courting even more Facebook involvement.

Facebook combines the brute ubiquity, non-threatening mobile presence, and centralized hub on the web to make unified chat?all your messages in one place, on your phone or the web?a reality. It just needs to make one concession: partner with Google. Maybe that sounds crazy. But why stop at just building Facebook Home into Android? Why not go all the way, implementing Google Talk (and maybe, someday, Babel) into Facebook Messenger? As much as Google+ makes it a Facebook competitor, the two companies still need each other's strengths enough that a more thorough coupling wouldn't be out of the question. And would give you an undeniably powerful chat experience.

Google

Google places a strong second, but it?s a mystery why it?s taken so long for it to get its act together. It was on the vanguard of bringing your text messages, and content from your phone in general, onto your desktop. It?s been copied into the ground, but Google Voice is probably the best implementation of SMS into your browser that?s out there.

Google?s also been working in secret on its Babel project, which is rumored to be unifying all of its divergent chat services into one, monolithic chat hub. Talking to people who are using Google things would be made simple. Which is a great thing, because for all Google Talk?s virtues?like being totally open to basically any chat client that will have it?it?s got a lot of issues, especially with multiple accounts and using the default web client, which doesn?t nest popped-out chats.

And yet, Google Talk is not, by default, integrated into your Android phone?s SMS messages. Its multi-account functionality can be confusing to navigate. Your best bet for a unified chat experience is some combination of the Facebook Messenger app on select phones that bunch in SMS and WhatsApp.

But Google Talk chat is the inheritor of ubiquitous chat hub, and would be in a strong position for gathering up everyone, if only everyone would use an Android phone. Google?s biggest problem, though, is getting others to play along. It?s too big and threatening at this point. Microsoft has so far refused to embrace Google in its Messaging apps, both in Windows Phone and, more ludicrously, Windows 8. Apple allows Google into OS X?s Messages and iChat apps, but keeps it at arm?s length on iOS. Google?s just too big a competitor.

Still, Google is the best in a lot of ways right now, and has users who are more symbiotic with their Google/Gmail/Google Talk/Calendar accounts than just about any other company out there. That means something. If Babel really proves to be a powerhouse chat and messaging hub, and accepts enough other services into its folds (which would be a huge step for Google), especially considering the lengths Google?s gone through to meld Android and Chrome, Android could have as good a messaging solution as possible.

Microsoft

Microsoft was supposed to be the one. It was Microsoft, surprisingly enough, that actually started this run on chat. When it showed off Windows Phone 7.5 (Mango at the time) and its integrated SMS and Facebook Messaging, we were ecstatic. The convergence of chat and SMS there implied so much more. It hinted at even more partners and more functionality down the line. It suggested integration with what would eventually come with chat in Windows 8, and it promised a completionist hub of communication of not just SMS and messages, but email, photos, and every other way you interact with people.

That's not quite how things have turned out. While Microsoft has the structure in place to unite all of those threads, it?s gone all Microsofty on us and refused to partner with additional chat partners, or to empower the People app in Windows 8 the way that Windows Phone 8?s is. Basically, it?s undermined itself, in the way that only Microsoft knows how.

BlackBerry

Remember this guy? Remember BBM? Remember how it was the killer app for years and years and years? You do? Good. Then try very hard, if you can, to remember how then-RIM refused to grow its wonderful and secure and beloved chat service beyond the pale of its own hardware?s shrinking reach. How it squandered its devoted fanbase and let BBM not be overtaken so much as become forgotten, not worth the trouble, a Monet hanging on the wall of a burnt out warehouse out on the Canadian tundra.

BlackBerry is making strides, with a promising but flawed launch for BlackBerry 10, and its integration with Hub and Google Talk and, yes, BBM is deeply encouraging. It's also got a host of features?screen sharing?that any advanced chat platform should envy. But a chat service is nothing without users, and on that score BBM is behind. Far behind. And while there still might be a comeback story buried in there, for now, BlackBerry serves as both cautionary tale and a sort of lost city of El Dorado. It screwed up by not using BBM to bludgeon its way back into mobile relevance, but it still represents the misguided ideal for everyone hoping to dig its claws into users with a private chat system.

WhatsApp

No. Sorry, but no.

Any time someone even mentions chat, WhatsApp?s considerable army of devotees descends on the comments section and cries, No mention of WhatsApp? Stopped reading. It's understandable, because WhatsApp is the gold standard for cross-platform chat and messaging. It?s a wonderful service. But to insert it into this conversation misses the wider point. It?s not just about you, dear tinkerer, being able to chat widely; it?s about growing a base that reaches everyone on every platform. WhatsApp is great for what it is, but there are so, so many people who will never use it unless it?s bought up and assimilated into the Borg by someone like Google.

For a chat at to be truly universal, there has to be zero barrier to entry. And that includes downloading WhatsApp.

Apple

Apple is screwing this thing up?badly. iMessage is a wonderful little attempt at bringing back the glory days of BBM. But it just isn?t enough. It makes a ton of sense one moment, and then the next you?re wondering why you opened up your laptop to find a iMessage from a few days ago waiting for you.

This is compounded with odd decisions to not include outside protocols in the iOS Messages app, and to not sync OS X Messages transcripts to iCloud. There?s now no way to sync your chat logs across computers, let alone to your phone. For all the noise Apple makes about iCloud putting all your stuff in one place, it?s pretty far behind on messaging. Which, given how tightly sealed off iOS is from the rest of the world, might be a good thing.

So, who?

There?s an inherent tension to achieving truly universal chat, of course. The money, for now, says that it?s more profitable, or will eventually be so, to wall yourself off, retain your customers, build a self-sustaining city that they'll never escape from. Just ask Apple and its $100 billion treasure chest.

But at some point, some time soon, someone's going to figure this thing out, and everyone else is going to rush to catch up. And whoever it is will own the most powerful tool at your smartphone's disposal.

PSA TMobile's Samsung Galaxy S 4 available online today

Samsung's latest flagship, the GS4, landed on Sprint and AT&T a couple of days ago, and now it's T-Mobile's turn to join the party -- at least by way of its virtual stores. Taking advantage of the carrier's recently unveiled pricing scheme, the Galaxy S 4 will be available starting at $149.99 up front for the 16GB model (plus the $20 extra per month for the next two years, of course). Now, if you're looking to physically pick one up instead, you'll have to wait a little longer, as it won't be available at brick-and-mortar shops until May 1st.

Sprint seeks details from Dish on takeover proposal

(Reuters) - Sprint Nextel Corp on Monday said its merger partner, SoftBank Corp, has waived some terms of their agreement so that Sprint can seek more information from rival suitor Dish Network Corp.

The exchange of information between Sprint and Dish indicates the companies are in conversations about the satellite broadcaster's $25.5 billion takeover bid, even if Sprint for now is standing by its $20.1 billion pact with SoftBank.

Dish said it had received a Sprint request for more information about the bid, and a non-disclosure agreement that would keep such information private.

Dish said it had already given some information to Sprint in response to requests from a Sprint special committee.

SoftBank said the waiver it granted does not allow Sprint to disclose nonpublic information or negotiate with Dish.

But Dish said it looks "forward to being able to conduct confirmatory due diligence as soon as possible" with Sprint.

Dish shocked markets two weeks ago with its cash and stock offer for Sprint, which it claimed was superior to the deal SoftBank and Sprint struck last October. Sprint said it had formed a special board committee and hired advisers to consider the Dish bid. But it also said it was still on track to close its deal with SoftBank by July 1.

SoftBank, in a statement, said it had issued the waiver at the request of Sprint's special committee and reiterated its intent to proceed with the deal.

"SoftBank remains highly confident that its fully executed merger agreement with Sprint, under which it has already provided Sprint with $3.1 billion of capital, provides the shareholders of Sprint significantly more value than the highly leveraged approach made by Dish on April 15th," it said.

Dish Chairman Charlie Ergen said in a statement that Dish was "confident that the Sprint Board will share our view that this proposal is superior by offering Sprint shareholders greater value with a higher price and more cash."

Dish shares were up 0.8 percent at $40.32 in afternoon trading, while Sprint shares were off 1 cent at $7.11.

Report: Police in 2 Egypt provinces protesting

CAIRO (AP) ? Egypt's state news agency says police in a Nile Delta province are blocking off entrance to their station, the latest labor unrest hitting the country's police force.

Police in Kafr el-Sheikh province locked the gate to the security division with chains, MENA reported. The police are demanding better working conditions, along with dismissal of the Interior Minister. They are also protesting alleged attempts by the Muslim Brotherhood to take over the ministry, which controls the police. The Brotherhood has denied that charge.

Also Sunday, police at two stations in the southern province of Assuit went on strike, charging that the government did not carry out promises to fulfill their demands.

Last month, there was a wave of police strikes. The Islamist government promised to study demands of the police.

Lawmakers cancel FAA furloughs, flee Washington ? by air

Air travelers breathed a sigh of relief after Congress passed quick legislation allowing the FAA to cancel furloughs for air traffic controllers. But that's just increased partisan sniping over the sequester and its across-the-board budget cuts.

On behalf of steaming-mad air travelers ? some forced to wait hours or have their flights canceled ? Congress gave the Federal Aviation Administration special dispensation to call furloughed air traffic controllers back to work.

Then most of them scooted out of town for a week?s vacation, heading for Ronald Reagan Washington National Airport (known to Democrats as ?Washington National?) or to Dulles International.

On Saturday came good travel news for all air travelers, no matter their political affiliation, the FAA announcing simply:

?The FAA has suspended all employee furloughs. Air traffic facilities will begin to return to regular staffing levels over the next 24 hours and the system will resume normal operations by Sunday evening.?

(Which came as particularly good news to Decoder, who?s scheduled to fly cross-country and back ? six flights in all ? this coming week.)

But none of those now-absent members of House and Senate should expect to receive much constituent praise for having over-ruled themselves on behalf of the FAA. It took breaking part of the ?sequester? scheme for across-the-board budget cuts, designed to force themselves (and the Obama administration) to come to agreement on government spending and the deficit.

Who?s to blame? The other guy, of course.

In his radio address Saturday, President Obama had this to say:

?It was a bad idea then.?And as the country saw this week, it?s a bad idea now?.?

Republicans fired back.

"There are some in the Obama administration who thought inflicting pain on the public would give the president more leverage to avoid making necessary spending cuts, and to impose more tax hikes on the American people,'' said Rep. Bill Shuster of Pennsylvania, chairman of the House transportation committee, in the GOP address. ?This episode is yet another demonstration of why we need to replace the president?s sequester with smarter, more responsible cuts.?

?The president?s sequester? ? that was part of the budget deal agreed to by the Republican-controlled House, of which House Speaker John Boehner (R) said, ?I got 98 percent of what I wanted.?

Police say 4 people stabbed at Albuquerque church

ALBUQUERQUE, N.M. (AP) ? Police say a 24-year-old man stabbed four people at a Catholic church in Albuquerque as a Sunday mass was nearing its end.

Police spokesman Robert Gibbs says Lawrence Capener jumped over several pews at St. Jude Thaddeus Catholic Church around noon Sunday and walked up to the choir area where he began his attack.

The injuries to the four church-goers weren't life-threatening. All four were being treated at hospitals.

An off-duty police officer and others at the church subdued Capener and held him down until police arrived.

Some of those who were stabbed were members of the choir.

The choir's pianist, Brenda Baca King, told KRQE-TV that the attacker was looking at the lead soloist. "I just remember seeing him hurdle over the pews, hurdle over people and run towards us and I thought, 'Oh my God, this is not good,'" Baca King said.

Police described the stabbing scene as chaotic as parishioners screamed as the attack unfolded.

Gibbs says Capener was interviewed by police and was expected to face felony charges. It's not yet known whether Capener has an attorney.

Gibbs says investigators don't yet know the motive for the stabbings, whether Capener had ties to the victims or whether he regularly attended the church.

The stabbings occurred as the choir had just begun its closing hymns.

Archbishop of Santa Fe Michael Sheehan released a statement saying he was saddened by the attack.

"I pray for all who have been harmed, their families, the parishioners and that nothing like this will ever happen again," Sheehan said.

The church didn't immediately return calls seeking comment on Sunday afternoon.

Will Chael Sonnen hang it up for good after UFC 159 loss to Jon Jones?

Minutes after losing by TKO to UFC light heavyweight Jon Jones, Chael Sonnen indicated his fighting days may be over.

"I'm not going to be one of the guys to hang around. If there's not a road to the title, then this sport isn't for me. I believe that was probably my last opportunity," Sonnen said to UFC commentator Joe Rogan.

He didn't specifically say "I'm retiring," but he did talk about the end of the road. This seems like more than the emotional ramblings of a fighter after a bad loss. B.J. Penn threatened retirement several times before it stuck. Nick Diaz has retired and unretired plenty of times.

Retirement wouldn't be out of the question. He's 36 years old and has fought in 40 fights after a long career as an amateur and collegiate wrestler.

If he does decide to retire, don't expect him to play shuffleboard and take up gardening. He already works as a commentator for Fox's broadcasts. During the last season of "The Ultimate Fighter," he proved to be a capable coach. Retirement would not mean Sonnen was done with MMA.

Sonnen talked his way into a title shot with Jones just months after he dropped a title shot to Anderson Silva at middleweight. Deserved or not, Sonnen has had several chances to win the UFC belt, and he hasn't won any of them. Not many fighters get more chances than he has. If the belt is the only thing that's important, why not retire?

Erdogan hails Kurd rebel pullout as end of "dark era" for Turkey

ISTANBUL (Reuters) - Turkish Prime Minister Tayyip Erdogan on Saturday hailed the planned withdrawal of Kurdish rebel fighters from Turkey as the end of a "dark era" but warned against potential sabotage of a historic peace process.

The Kurdistan Workers' Party (PKK), which seeks autonomy for Turkey's Kurdish southeast, on Thursday ordered its fighters in Turkey to begin withdrawing to its main base in the mountains of northern Iraq under a carefully choreographed peace plan.

The withdrawal, due to begin on May 8, follows months of negotiations between Turkish intelligence officers and Abdullah Ocalan, the PKK's jailed leader, to try to end hostilities after the bloodiest fighting in a decade erupted in June 2011. More than 40,000 people, mainly Kurds, have died in the conflict since 1984.

"The door is closing on a dark era. Turkey is changing its ill fortune and is entering a new phase," Erdogan told a business group in comments broadcast live by state television, his first since the withdrawal was announced.

"No one should try to pull this process in a different direction," he added. "We remain vigilant against sabotage, against provocations, but today we are much more hopeful, determined and optimistic."

Some 2,000 PKK rebels are set to retreat in small groups in a process that will take months and is to be monitored by Turkish intelligence on one side and the Kurdish regional government in Iraq on the other.

The withdrawal is a significant advance in a process offering the best chance in more than a decade of ending a conflict that has blotted Turkey's human rights record and stunted economic growth.

Yet nationalists have slammed the jailhouse negotiations with Ocalan, who is serving a life sentence for treason, arguing that it means surrender to the demands of "terrorists".

Others have asked what the government has promised Ocalan in return for a PKK withdrawal.

Erdogan's government is now expected to tackle some of the political reforms sought by Kurds, including constitutional changes on citizenship, changes to anti-terrorism laws and broader Kurdish cultural and political rights.

Since sweeping to power 10 years ago, Erdogan has ushered in major changes for Turkey's estimated 14 million Kurds, especially in allowing more use of the Kurdish language, which was completely banned until two decades ago.

But his government has also clamped down on Kurdish political activity, jailing thousands of elected officials, journalists, academics, activists and others from the main Kurdish opposition during trials that are taking years to complete.

Backpacks, duffel bags and large purses have been banned from the track since 2002 ? part of the clamp-down that followed the Sept. 11 attacks. Still, Derby officials have told fans their bags will undergo increased security checks for this year's race.

No matter where the world ends up on the bag-check spectrum, some fans may never again regard the pack slung across their body quite the same way.

"I never really thought about backpacks until last week, and now you notice backpacks all over the place," said Ryan Hershberger of Hartwell, Ga., as he headed into a Colorado Rockies game carrying a black backpack. "It makes you think."

Down the street, at the Denver Nuggets game, a handful of fans shared the same sentiment.

"I've been thinking about it all day," Joel Cross said on the concourse at the Pepsi Center in Denver. He and his wife traveled from Harrisburg, Neb., to attend Tuesday night's Nuggets playoff game. "We're from a community where our whole county only has 600 people in it. Nobody is going to bomb us because there's no one there. But we're coming to a populated area."

The NFL beefed up security for thousands of fans attending its annual draft, which runs through Saturday, with metal detectors, pat-downs and about 20 percent more personnel in place than previous years. Backpacks are banned. The league said it would consider what, if any, changes might be made for the 2013 season, which ends with the Super Bowl in New York next February.

Major League Baseball's security officials met Thursday but Commissioner Bud Selig said no changes are expected in the rules on bags fans can bring to ballparks, generally limited to 16x16x8 inches. The meeting was scheduled before the Boston explosions that killed three and injured more than 260/

"I wouldn't say that Boston has changed anything," Selig said. "Each club makes its own decision."

At Yankee Stadium, for example, briefcases, coolers and other hard-sided bags or containers are not permitted. At Kansas City's Kauffman Stadium, wrapped presents are banned along with cameras with lenses of 12 or more inches. The Baltimore Orioles ban bags with wheels at Camden Yards.

Boston and San Francisco were among the teams opting to use metal-detecting wands on fans and their possessions this week.

"We've added people, and people are getting in faster now, so we're going to stick with the plan," Giants president and CEO Larry Baer said.

Though the marathon bombings caught the attention of the world, not every event or championship, especially overseas, is beefing up or changing security measures.

For instance, officials at Manchester United, the FA Cup final and the European Champions League say their policies, which either ban large bags or strongly discourage them, are under constant review but not set to change.

"We did, of course, contact the police in the aftermath of the Boston bombings, as part of our commitment to the security of fans and visitors to the stadium," Manchester United said in a statement.

At Wimbledon, where tennis action starts in June, no changes are planned.

"It was a terrible event, but we have no reason to believe it's something that has a direct impact on Wimbledon," All-England Club chief executive Richard Lewis said, referring to the Boston explosions.

At the Summer Olympics in London, soft-sided bags were required to fit under seats and couldn't hold more than 25 liters (6 gallons).

Sebastian Coe, who led London's organizing committee, says a ban on backpacks at sports events would not be justified.

"We have to make some pretty tough decisions in the way we want to live our lives," he said. "It's very easy to draw all sorts of conclusions (from the Boston bombings). Do we want to live in a world where people can't wear backpacks to sporting events? I'm not sure we do."

Organizers in Brazil aren't making any radical changes to their backpack policy for the upcoming Confederations Cup or next year's World Cup. So far, the extensive list of prohibited items includes "unwieldy" bags ? no more than 10x10x10 inches and too big to fit under a seat.

Officials in Russia, which hosts the 2018 World Cup, said that whenever a sports-related tragedy occurs, they review what happened "to ensure that our own regulations and procedures are sufficiently covering such potential tragedies or risks."

In Sochi, Russia, site of February's Winter Olympics, security for test events was so stringent that the president of the international skiing federation, Gian Franco Kasper, cracked, "The only moment they didn't inspect our athletes was during the race."

International Olympic Committee member Dick Pound of Canada said one strategy might be to push back security boundaries.

"I remember in Vancouver and other places, the tension between the organizers and the events and the security folks was over the size of the perimeter," Pound said. "If you can move the perimeter back 50 or 100 meters, a backpack bomb is going to have less lethal effect."

In the U.S., NBA spokesman Tim Frank wouldn't comment on specific security practices, beyond saying: "We regularly practice a wide range of state of the art security measures in all of our arenas." The Nuggets have long used wands and searched bags. But Cross' wife, Shelly, said she noticed a more extensive security presence at Tuesday's game than the last time they made the trip to Denver.

"We were here not too long ago and we don't remember this," she said.

At least one backpack developer said she was unaware of any pending changes to basic designs. She also thought the bombings were unlikely to create a need for see-thru or clear backpacks.

"I don't think people want to share their belongings with everyone. Everyone wants their privacy," said Annelies Mertens, a member of the Samsonite development team in Belgium. "I don't think this will have an influence on the way backpacks are made. I don't see that happening."

While the Boston Marathon presented its own set of difficult challenges ? securing a 26-mile course dotted with trash cans and spectators on almost every block ? one expert says there's no such thing as perfect security guidelines, regardless of venue.

"A no-backpack policy is fine if it applies to everyone," said Derek Catsam, an associate professor at University of Texas of the Permian Basin in Odessa who has studied the safety issue in stadiums. "But then you start making exceptions for people with kids, and for the elderly and for women with purses and people in expensive seats. Where does it end? You can have a policy or not have a policy. But once you start selectively enforcing it, that's going to be problematic."

After the bombings, the NHL's Boston Bruins added metal-detecting wands to their security regimen and checked cars parking in a garage underneath the arena. Security measures vary by arena in the NHL. The New York Islanders, for example, don't allow backpacks; the Detroit Red Wings ban oversized bags and search all bags that are allowed in.

Catsam said security can always be ratcheted up, but then comes the issue of how much convenience people are willing to give up for the sake of safety.

"They could start saying you can bring whatever kind of backpack you want but you have to go through an X-ray system like you do at the airport," he said. "It would take forever and we'd adjust, but I'm not sure what we'll discover or if we'll be making anything really safer."

Marciani, on the other hand, envisions a day when backpacks are as obsolete at a stadium as the bulky transistor radios that fans once brought along so they could listen to play-by-play as they watched the game.

"I think it's just one less aggravation we'd have to put up with," he said. "I'd just say, 'Why backpacks at a stadium?' I don't think we need them."

Taliban vow suicide and "insider" attacks in new spring offensive

KABUL (Reuters) - The Taliban in Afghanistan vowed on Saturday to start a new campaign of mass suicide attacks on foreign military bases and diplomatic areas, as well as damaging "insider attacks", as part of a new spring offensive this year.

The offensive was announced via emails from Taliban spokesmen. The Islamist group has made similar announcements in recent years, which have sometimes been followed by spikes in violence after Afghanistan's harsh winter months.

The announcement of more mass suicide and insider attacks will likely be greeted with concern by the NATO-led military coalition, which is in the final stages of a fight against the Taliban-led insurgency that began in late 2001.

However, there was no immediate reaction to the Taliban's statement from the NATO-led International Security Assistance Force (ISAF).

After announcing their spring offensive last year, the Taliban launched a large attack in Kabul involving suicide bombers and an 18-hour firefight targeting Western embassies, ISAF headquarters and the Afghan parliament.

The start of the traditional "fighting season" is particularly important this year, with ISAF increasing the rate at which it hands security responsibility to Afghan forces before the withdrawal of most foreign troops by the end of 2014.

The Taliban statement said this year's offensive, named after Khalid bin Waleed, one of the companions of the Islamic prophet Mohammad, will involve "special military tactics" similar to those carried out previously.

"Collective martyrdom operations on bases of foreign invaders, their diplomatic centers and military airbases will be even further structured while every possible tactic will be utilized in order to detain or inflict heavy casualties on the foreign transgressors," the statement said.

Insider attacks, also known as "green on blue" attacks, involve Afghan police or soldiers turning their guns on their ISAF trainers and counterparts. They have grown considerably since last year and have strained relations between Kabul and foreign forces.

However, there is considerable debate over how many can be attributed to infiltration by insurgents and how many are by disgruntled members of the Afghan security forces.

Last August, then ISAF commander, U.S. General John Allen, said about a quarter of such attacks involved the Taliban.

The spring offensive was coordinated to begin on May 28 - or the 8th of the Islamic month of Thaur - to coincide with a national holiday to mark the overthrow of the Soviet-backed government of Mohammad Najibullah in 1992, the statement said.

West Shore Community College will be recognizing students? academic achievements and awarding scholarships on Friday, May 3.

The Student Awards Convocation will be held at 7 p.m. in the Center Stage Theater located in the Arts and Sciences Center and the public is invited to attend.

During the convocation, two students will be recognized as the outstanding nursing graduate and the outstanding graduate in liberal arts/sciences or career and technical education.

Approximately 100 students will be receiving over 170 scholarships offered through the college. The WSCC Foundation provides many of these scholarships through funds that are invested or raised by an annual fund drive or the major gifts campaign.

Service awards will also be presented to students who were active in various campus organizations during the 2012-13 academic year.

Along with students receiving their awards, WSCC alumnus Dr. Carolyn Brown, of the Manistee Veterinary Hospital, will be the distinguished alumni speaker.

Brown earned an Associate of Arts degree in 1998, with honors, from WSCC and she currently resides in Custer. She is a 1996 graduate of Mason County Eastern High School and the daughter of Philip and Ruth Sommerfeldt also of Custer.

Brown received her Doctorate of Veterinary Medicine degree in 2004 from Michigan State University. She has also completed coursework and training for veterinary acupuncture through the International Veterinary Acupuncture Society.

Prior to taking her position in Manistee, Brown worked at several veterinary hospitals around the country as a small animal associate veterinarian. She has also started a home-based business providing acupuncture treatments for dogs and cats. In August 2002, she was a Miracle of Life worker at the Michigan State Fair.

The annual convocation is held the week prior to commencement which will take place on May 10, at 7 p.m. in the campus Recreation Center.

Miss. man charged in ricin letters case

BRANDON, Miss. (AP) ? An ex-martial arts instructor made ricin and put the poison in letters to President Barack Obama and others, the FBI charged Saturday, days after dropping similar charges against an Elvis impersonator who insisted he had been framed.

The arrest of 41-year-old James Everett Dutschke early Saturday capped a week in which investigators initially zeroed in on a rival of Dutschke's, then decided they had the wrong man. The hunt for a suspect revealed tie after small-town tie between the two men and the 80-year-old county judge who, along with Obama and U.S. Sen. Roger Wicker of Mississippi, was among the targets of the letters.

Dutschke's house, business and vehicles in Tupelo were searched earlier in the week often by crews in hazardous materials suits and he had been under surveillance.

Dutschke (pronounced DUHS'-kee) was charged with "knowingly developing, producing, stockpiling, transferring, acquiring, retaining and possessing a biological agent, toxin and delivery system, for use as a weapon, to wit: ricin." U.S. attorney Felicia Adams and Daniel McMullen, the FBI agent in charge in Mississippi, made the announcement in a news release Saturday.

Dutschke's attorney, Lori Nail Basham, said she had no comment. Earlier this week she said that Dutschke was cooperating fully with investigators and Dutschke has insisted he had nothing to do with the letters. He was arrested about 12:50 a.m. at his house in Tupelo and is expected in court Monday. He faces up to life in prison, if convicted.

He already had legal problems. Earlier this month, he pleaded not guilty in state court to two child molestation charges involving three girls younger than 16. He also was appealing a conviction on a different charge of indecent exposure. He told AP earlier this week that his lawyer told him not to comment on those cases.

The letters, which tests showed were tainted with ricin, were sent April 8 to Obama, Sen. Roger Wicker of Mississippi and Mississippi judge, Sadie Holland.

Wicker spokesman Ryan Taylor said since the investigation was ongoing, the senator couldn't comment.

The first suspect fingered by the FBI was Paul Kevin Curtis, 45, an Elvis impersonator. He was arrested on April 17 at his Corinth, Miss., home, but the charges were dropped six days later and Curtis, who says he was framed, was released from jail.

The focus then turned to Dutschke, who has ties to the former suspect, the judge and the senator. Earlier in the week, as investigators searched his primary residence in Tupelo, Dutschke told The Associated Press, "I don't know how much more of this I can take."

"I'm a patriotic American. I don't have any grudges against anybody. ... I did not send the letters," Dutschke said.

Curtis' attorney, Christi McCoy, said Saturday: "We are relieved but also saddened. This crime is nothing short of diabolical. I have seen a lot of meanness in the past two decades, but this stops me in my tracks."

Some of the language in the letters was similar to posts on Curtis' Facebook page and they were signed, "I am KC and I approve this message." Curtis' signoff online was often similar.

And Dutschke and Curtis were acquainted. Curtis said they had talked about possibly publishing a book on a conspiracy that Curtis insists he has uncovered to sell body parts on a black market. But he said they later had a feud.

Curtis' attorneys have said they believe their client was set up. An FBI agent testified that no evidence of ricin was found in searches of Curtis' home. Curtis attorney Hal Neilson said the defense gave authorities a list of people who may have had a reason to hurt Curtis and Dutschke came up.

Judge Holland also is a common link between the two men, and both know Wicker.

Holland was the presiding judge in a 2004 case in which Curtis was accused of assaulting a Tupelo attorney a year earlier. Holland sentenced him to six months in the county jail. He served only part of the sentence, according to his brother.

And Holland's family has had political skirmishes with Dutschke. Her son, Steve Holland, a Democratic state representative, said he thinks his mother's only other encounter with Dutschke was at a rally in the town of Verona in 2007, when Dutschke ran as a Republican against Steve Holland.

Holland said his mother confronted Dutschke after he made a derogatory speech about the Holland family. She demanded that he apologize, which Holland says he did.

On Saturday, Steve Holland said he can't say for certain that Dutschke is the person who sent the letter to his mother but added, "I feel confident the FBI knows what they are doing."

"We're ready for this long nightmare to be over," Holland told The Associated Press.

He said he's not sure why someone would target his mother. Holland said he believes Dutschke would have more reason to target him than his mother.

"Maybe he thinks the best way to get to me is to get to the love of my life, which is my mother," Holland said.

The first of Nintendo's planned Wii U firmware updates went live just yesterday, bringing a much needed speed boost to software load times. And in that short time since, Nintendo's also made its retro-gaming Virtual Console portal available to users, effectively bypassing the need to boot into the Wii emulator for access. The downside to this new, belated convenience is that users will have to re-download any previously purchased Virtual Console titles, though that additional cost is relatively low at $1.00- $1.50 for NES and SNES games, respectively. Unfortunately, you'll still have to wait a bit longer for those beloved Game Boy Advance and N64 classics to make their way to the VC, as Nintendo plans to include those games sometime "in the future." Still, with band-aid number one out of the way for the ailing console and a host of tried-and-true classics now easily accessible, Wii U owners have a little something to tide them over until that late summer Pikmin 3 launch.

Intermittent fasting may help those with diabetes and cardiovascular disease, study suggests

Apr. 26, 2013 ? Intermittent fasting is all the rage, but scientific evidence showing how such regimes affect human health is not always clear cut. Now a scientific review in the British Journal of Diabetes and Vascular Disease published by SAGE, suggests that fasting diets may help those with diabetes and cardiovascular disease, alongside established weight loss claims.

Intermittent fasting -fasting on a given number of consecutive or alternate days -- has recently been hailed as a path to weight loss and improved cardiovascular risk. A team led by James Brown from Aston University has evaluated the various approaches to intermittent fasting in the scientific literature. They searched specifically for advantages and limitations in treating obesity and type 2 diabetes using fasting diets.

The basic format of intermittent fasting is to alternate days eating 'normally' with days when calorie consumption is restricted. This can either be done on alternative days, or where two days each week are classed as 'fasting days'. These types of intermittent fasting have been shown in trials to be as effective as or more effective than counting calories every day to lose weight. Evidence from clinical trials shows that fasting can limit inflammation, improve levels of sugars and fats in circulation, and reduce blood pressure. Our fasting bodies change how they select which fuel to burn, improving metabolism and reducing oxidative stress.

For people with obesity, only one drug (orlistat) is currently available in the UK, and gastric surgery is a relatively rare and expensive alternative. Dietary changes remain the most common intervention used for obese people. Fasting is known to help, but former treatments were based on intermittent starving. Today's intermittent fasting regimes are easier to stick to, and are proven to help remove excess pounds melt away.

Scientists have known since the 1940s that intermittent fasting helps us lose weight, and can cut the incidence of diabetes in lab animals. Recent studies have also confirmed that restricting calorie intake could possibly reverse type 2 diabetes in some people. Researchers measured improved pancreatic function and fewer of the fatty deposits associated with insulin resistance were present in fasting subjects.

A healthy heart

In animal models, scientists have shown that intermittent fasting has some cardiovascular benefits that appear similar to exercising, such as improving blood pressure and heart rate, and lowering cholesterol. Fasting also appears to aid those with ischemic heart disease. Fasting may even protect the heart by raising levels of adiponectin, a protein that has several important roles in carbohydrate and lipid metabolism and vascular biology.

"Intermittent fasting might achieve much of the benefit seen with bariatric surgery, but without the costs, restriction on numbers and risks associated with surgery," according to lead author, James Brown. "Whether intermittent fasting can be used as a tool to prevent diabetes in those individuals at high risk or to prevent progression in those recently diagnosed with type 2 diabetes remains a tantalising notion and we are currently in preparation for clinical trials to assess the effectiveness of this form of lifestyle intervention in various patient groups."

Intermittent fasting is an increasingly popular diet plan that hit the headlines in the run up to Christmas 2012 after the release of a book on the subject. Proponents claim that in addition to weight loss, the diet can lead to longer life, and protection against disease, particularly conditions such as dementia and Alzheimer's disease.

Smartphones overtake 'dumb' phones worldwide

NEW YORK (AP) -- Research firm IDC said more smartphones than "dumb" phones are being made this year, a milestone in a shift that's putting computing power and Internet access in millions of hands worldwide.

Manufacturers shipped 216 million smartphones worldwide in the first three months of this year, compared with 189 million regular cellphones, according to a study IDC released late Thursday. IDC said smartphones made up 51.6 percent of the 419 million mobile phones shipped.

In the U.S., smartphones overtook regular cellphones in 2011. IDC analyst Ramon Llamas said Friday that the shift to a global majority of smartphones is now being driven by consumers in developing countries such as China, India and Indonesia.

Another firm, ABI Research, found that smartphones made up 49 percent of shipments in the first quarter. Samsung Electronics Co., the world's largest phone maker, doesn't provide a breakdown of its phone shipments, and analysts vary in their estimates. Even going by ABI's numbers, it's clear that smartphones will solidly overtake the market this year.

The shift from phones primarily designed for calls, and perhaps texting, to ones with advanced operating systems and touch screens has roiled the cellphone industry. Finland's Nokia Corp. was for many years the world's largest maker of cellphones, but it has failed to translate that into success in smartphones. It's now the second-largest maker of phones overall, behind Samsung Electronics Co., but it falls far down the list of smartphone makers.

Cellphone pioneer Motorola Mobility, a U.S. company now owned by Google, has stumbled through the transition as well, while Apple Inc. has become the world's third-largest maker of cellphones, less than six years after launching the first iPhone. Samsung and Apple are the top makers of smartphones. LG Electronics Inc. of South Korea; HTC Corp. of Taiwan; and ZTE Corp. and Huawei Technologies Ltd. of China jostle for the No. 3 position.

Local SEO is a daunting and intimidating task to tackle for any small business. Google?s algorithms seem all the more mysterious in the local realm, and competition is fierce in almost any market. It used to be that the goal for a local business was to land in the ?10-pack?, or the top 10 businesses for a set of local keywords. Google would then show a map charting the location of the top 10 rankings, with subsequent information listings. A few years back, Google changed this to the ?7-pack?, thereby limiting top ranking opportunities even more. It goes without saying that your goal as a small business owner is to land in the top 7 for your targeted keywords. So how do you achieve this lofty vision? Through the cornerstones of great SEO: Fantastic content, smart citations and link shares, great customer service, and crafty social media. It?s a tricky task for sure, but it?s a mountain you absolutely can conquer.

Tip #1: Write a Fabulous About Me Page

It?s important to tackle the task of defining yourself out of the gate. A well-written About Me section is not just an asset for your site?s SEO efforts, it can also be the foundation of all further strategies for your content marketing. Address the needs of your customers, tell the story of your creation (briefly), and don?t be afraid to include some random but intriguing truths as well. Play to your strengths and make it crystal clear what you offer, and why you rise above your competition. Tip #2: Choose Keywords Carefully

If your site is already live, you should be testing your top keywords regularly to see A) how you?re ranking and B) how many users are actually searching with your selected terms. There is no frontier more dynamic than the digital space, so use that to your advantage. This means you can change what?s not working anytime you need to; it also means you need to stay on top of how your site is performing on a weekly, if not daily, basis.

For local SEO, your keywords should trigger the local algorithm. You?ll know this is the case if you see the telltale Google map with the top 7 rankings noted. If your keywords don?t launch the 7-pack, it?s definitely time to make sure your site?s content pages, social media pages, and all related content reference your targeted keywords and location.

Tip #3: Geographic Know-How

Whenever Google has more than 7 top ranking sites for any search, those closest to the downtown center of their geographic region often take precedence (referred to as the ?centroid bias?). It is therefore critical that if you are closer to one city-center over another, that you target searches according. Likewise, if you?re on the outskirts of town, local SEO is going to be more challenging, so you may be wiser in sticking to the exact town(s) you service and not waste efforts on reaching the closest metro.

Tip #4: Be Thorough and Consistent

You probably already have profiles on the major social media outlets, but are you sure that your key NAP data (name, address, and phone number) is consistent on every one? This is a commonly flubbed and critical SEO task. If you choose to spell out avenue, as an example, do so every time you note your address. If your data is not an exact match everywhere on the web, Google may not know to lump all your profiles and content together.

Tip #5: Size Up the Competition

If you want to know what it takes to get top rankings in your demographic, study the business that currently lands at #1. See how they format their NAP data, and uncover what?s working on the respective website. You can even copy their NAP information, throw quotes around it, and Google it ? the results will help indicate how many (and which) directories and citations you need to get top billing. As a comparison, do this for one of the lower ranking sites too. This shows you the bare minimum you need to surpass #7. Make sure to do the same search for your own business, so you know exactly where you rank as well.

Tip #6: Citations, Reviews, and Outreach

Once you?re certain your social profiles and site content are complete, keyword-rich, and consistent, it?s time to make your link sharing and testimonials more robust as well. Link sharing requires a balance of like-minded niches that are not hardcore competitors, combined with high Google credibility and user value. You don?t want incoming and outbound links to just any site, of course ? these need to be thoughtfully pursued, and regularly checked.

If any of your link partners lapse into spammy habits or create partnerships with folks with bad habits, your citation score will diminish in the eyes of Google. The same thing goes with customer reviews. You absolutely must do customer outreach and ensure folks are talking about your brand. It?s not the end of the world to have a few bad reviews, as long as they are heavily balanced by positive experiences. If you?re receiving a slew of negative testimonials, you obviously have some core business issues to resolve as well. But no reviews at all will hurt you just as much, if not more. Please don?t fake these ? if your customers find out, you?ll have to deal with that outrage and lack of credibility, and you may truthfully never recover.

Likewise, make sure you are listed on the big directories, like Google Places and Yelp. Research local directories specific to your area; don?t just hit the obvious big players. This is where it?s critical to intimately know your audience ? who they are, where they can find you, and exactly how they are looking for your services. Consider local neighborhood guides and websites, Chamber of Commerce sites, and city guides. Find groups on ?Meetup that fall into your target niche, and ask if you can sponsor their group. Community outreach, if well-executed, can be a huge boost to customer acquisition and retention.

Local SEO is a dicey and competitive landscape, but quality and consistency are your friends. Be methodical about your changes and improvements, and don?t do them all at once. Make tweaks to your strategy, monitor the results, then improve upon the areas that most need it. Keep your eyes on the 7-pack prize ? it IS attainable. Humpbacks pass on hunting tips

Humpback whales are able to pass on hunting techniques to each other, just as humans do, new research has found.

A team of researchers, led by the University of St Andrews, has discovered that a new feeding technique has spread to 40 per cent of a humpback whale population.

The findings are published today (Thursday 25 April) by the journal Science.

The community of humpback whales off New England, USA, was forced to find new prey after herring stocks their preferred food - crashed in the early 1980s.

The solution the whales devised hitting the water with their tails while hunting a different prey has now spread through the population by cultural transmission. By 2007, nearly 40 per cent of the population had been seen doing it.

Dr Luke Rendell, lecturer in the School of Biology at the University of St Andrews, said: "Our study really shows how vital cultural transmission is in humpback populations not only do they learn their famous songs from each other, they also learn feeding techniques that allow them to buffer the effects of changing ecology."

The team - also including Jenny Allen from the University of St Andrews, Mason Weinrich of the Whale Center of New England and Will Hoppitt from Anglia Ruskin University - used a new technique called network-based diffusion analysis to demonstrate that the pattern of spread followed the network of social relationships within the population, showing that the new behaviour had spread through cultural transmission, the same process that underlies the diversity of human culture.

The data were collected by naturalist observers aboard the many whale-watching vessels that patrol the waters of the Gulf of Maine each summer.

Dr Hoppitt said: "We can learn more about the forces that drive the evolution of culture by looking outside our own ancestral lineage and studying the occurrence of similar attributes in groups that have evolved in a radically different environment to ours, like the cetaceans."

Humpbacks around the world herd shoals of prey by blowing bubbles underwater to produce 'bubble nets'.

The feeding innovation, called 'lobtail feeding', involves hitting the water with the tail before diving to produce the bubble nets.

Lobtail feeding was first observed in 1980, after the stocks of herring, previously the main food for the whales, became depleted.

At the same time sand lance stocks soared, and it would seem the innovation is specific to that particular prey, because its use is concentrated around the Stellwagen Bank, spawning grounds where the sand lance can reach high abundance.

Using a unique database spanning thirty years of observations gathered by Dr Weinrich, the researchers were able track the spread of the behaviour through the whales' social network.

Jenny Allen said: "The study was only made possible because of Mason's dedication in collecting the whale observations over decades, and it shows the central importance of long-term studies in understanding the processes affecting whale populations."

The scientists believe their results strengthen the case that cetaceans - the whales and dolphins - have evolved sophisticated cultural capacities.

The skills, knowledge, materials and traditions that humans learn from each other help explain how we have come to dominate the globe as a species, but how we evolved the capabilities to transmit such knowledge between ourselves remains a mystery that preoccupies biologists, psychologists and anthropologists.
